What Binance announced

Binance says it has now replenished 90% of the assets stolen from its hot wallets. In Security Incident Update #3, published on its official X account at 14:30 UTC on 31 October 2026 (15:30 in Amsterdam), the exchange said the covered share of the loss has risen to 90%, up from about 80% in its previous update.

Ten tokens are now fully backed at 100%: BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC. Binance says it will keep buying the remaining tokens through the open market and over-the-counter (OTC) desks until every affected token reaches 100%, and that Binance, not its users, absorbs the financial impact of the theft.

The 90% figure describes assets Binance has put back with its own money. It is separate from the roughly $3 billion that Binance said on 30 October had been frozen on-chain.

Where the money is coming from

Binance names three sources for the replenishment: a partial deployment of SAFU, the Secure Asset Fund for Users it created in July 2018 as an emergency reserve; a portion of its Futures insurance fund, the buffer that absorbs losses from liquidated futures positions; and its own corporate treasury.

At 16:15 UTC (17:15 in Amsterdam) Binance said the SAFU transfer is complete and was a single transfer of 7,499 BTC. It has committed to refilling SAFU back to about $1 billion afterwards. The fund is held by Nest Clearing and Custody Limited, a clearing house regulated by the Financial Services Regulatory Authority of Abu Dhabi Global Market (ADGM).

The missing 10% is made up of tokens outside the top ten. Binance says these are less liquid, so buying them in the required size takes longer, and that it is working with industry partners to finish the purchases.

Proof of Reserves and withdrawals

Binance took a new Proof of Reserves snapshot at 00:00 UTC on 31 October and has already posted it on its Proof of Reserves page. The full zero-knowledge proof, which lets each user check that their own balance is backed at least 1:1 without revealing other accounts, takes 40 to 50 hours to compute; Binance expects it by Tuesday 3 November (UTC).

The next step is withdrawals. Binance says it remains on track to reopen them on Sunday 1 November 2026, the timeframe it gave earlier. Deposits have stayed open throughout; withdrawals have been suspended since the attack, which Binance's co-CEOs Yi He and Richard Teng dated to around 20:05 UTC on 29 October, with a loss of about $6.3 billion.

Exchange.news will add each official Binance update on this incident as it is published.
