An advertised ceiling after the European rollout

OKX promoted its European Flexible Loans offering on 16 October, advertising borrowing of up to 500,000 USDC against crypto holdings and limits of up to 4.5 million USDC for VIP customers. The post quoted an indicative annual cost of about 3%. For holders who need spendable funds, the proposal is to borrow against their assets while retaining exposure to them, instead of selling them upfront.

This is a new promotion of an existing rollout. OKX Europe's earlier notice dates the start to 7 October at 10:00 UTC. The latest post does not establish when the advertised limits took effect or that every customer can borrow those amounts.

The borrowed asset is USDC

USDC is a stablecoin, a cryptocurrency designed to track the US dollar. Its issuer, Circle, says it is backed by cash and cash equivalents. That explains the unit used in the loan advertisement: the amount is denominated in a dollar-linked crypto asset, rather than euros.

Circle distinguishes retail access from direct redemption. Its Circle Mint service lets eligible institutions exchange USDC with the issuer, but is unavailable to individuals and small businesses. Everyday users instead access USDC through services such as exchanges and wallets. Holding the token therefore should not be confused with having a personal Circle Mint account.

Eligibility and the borrowing sequence

The launch notice limits access to eligible OKX Europe Limited customers who complete account verification and any required product assessment. It describes initial access for Derivatives accounts, with Spot-only accounts beginning a rollout from 15 October. That date does not establish access for every account; legal and product restrictions remain.

In the app, the route is Portfolio, then Loan, then Borrow now. Customers choose supported assets, enter a USDC amount and review the rate, collateral value and liquidation information before confirming. Collateral means assets pledged to secure repayment. Their value and the applicable ratios determine borrowing capacity.

Borrowed USDC reaches the OKX account, with ordinary transfer and withdrawal requirements. The product displays eligible collateral and the available amount.

Variable costs and the uses described by OKX

In a separate 16 October article, OKX Europe CEO Erald Ghoos describes a loan without a fixed term, with interest charged hourly. The approximately 3% annual figure is a snapshot in that announcement, not a rate locked for a year. He says customers can see the live rate before borrowing and throughout the loan.

Ghoos describes converting the USDC to euros for withdrawal to a bank, or spending with OKX Card. These are proposed uses of the borrowing facility, not a promise that conversion, withdrawal or spending is cost-free. He also mentions trading and Earn, while explicitly warning that losses there leave the loan and interest repayable.

The article separates this loan from the company's regulated services: Flexible Loan falls outside the protections applicable to services regulated under MiCA, the EU's Markets in Crypto-Assets Regulation.

How interest and collateral risk interact

The product terms explain that interest compounds hourly: each calculation includes both the principal, meaning the amount borrowed, and previously accrued interest. Partial repayments settle interest before reducing principal.

Loan-to-value, or LTV, compares the total debt including accrued interest with the collateral's current value. It can rise because collateral loses value or because debt grows. A larger collateral balance and a smaller debt therefore affect the ratio in different ways, even when the advertised borrowing ceiling stays unchanged.

OKX sets warning and liquidation levels in the product. Liquidation means selling pledged assets to meet the debt. The terms allow it to happen automatically, and a notification may not arrive beforehand. There is no single threshold in the announcement from which to calculate a safe position.

Full repayment releases the associated collateral within one day under the terms; partial repayment does not itself release it. Removing eligible excess collateral is a separate, conditional process. Keeping a loan open consequently means monitoring both its changing cost and its backing assets.
