Agents that can pay for what they use
Mastercard used Cloudflare Connect on 20 October to show Agent Pay for Machines, a service that lets AI agents buy digital services for a business without an account, API key or prepaid credit at every provider. Base announced the launch the same day: “Agent Pay for Machines lets AI agents pay for digital services using x402 on Base.”
Mastercard says it ran end-to-end pilots with Cloudflare, Ant International, AIsa, Base, BVNK, Coinbase and Hype, and is now opening Agent Pay for Machines Early Access. Developers get the first version of the buyer-side and seller-side APIs, a toolkit, a sandbox and documentation.
How a payment works
The service builds on x402, an open protocol that lets a website or API ask for payment. A business gives an agent a task and a spending limit. When the agent reaches a paid service, the service replies with “402 Payment Required”. The agent then creates a digitally signed payment voucher, a promise to pay within its approved limit. The provider verifies it, delivers the service, and the agent carries on.
These exchanges happen off-chain at machine speed. Providers can combine vouchers and redeem them later, so an agent does not need unlimited spending authority or a separate billing relationship for every service it touches. Mastercard’s summary of the idea: authorise once, transact many times, guarantee payment now, settle later.
Where Base comes in
In the pilot, Coinbase Developer Platform supplied the wallet infrastructure that funds the agent, and Base provided the on-chain settlement network. BVNK acted as the agent wallet, using Mastercard’s Global Money Platform to handle payment and settlement on both sides in fiat or stablecoins, so sellers can be paid in the currency, token or rail they prefer.
Base returned to the launch on 23 October with a longer video and a one-line description of the stack: “Powered by x402 and USDC, settled on Base.”
The demo: nine payments, one budget
The demonstration featured Hype, a marketing agency that already uses AI agents. Hype asked an agent, running on a platform such as Amazon Bedrock AgentCore, to plan a sample campaign for a protein bar launch within a fixed budget. The agent found registered providers and proposed social media research from AIsa and campaign images from Cloudflare AI Gateway.
After Hype approved the funding, the agent paid as it worked: one research purchase and eight images, through Cloudflare’s Monetization Gateway. Mastercard sums it up as nine payments to two independent merchants from one approved budget, with no separate accounts, API keys or invoices.
What it means for users
This is infrastructure for businesses and developers, not a consumer feature, and no pricing or country list has been published. It matters for Base because it puts the network, and USDC on it, inside a payment flow designed by a card network. Anyone experimenting with x402 can apply for Early Access; everyone else can treat it as a signal of where agent payments are heading.
